My understanding in short,- studies have shown that curcumin helps prevent progression of cancer cells (in mice). And that when tested in conjunction with the chemo agent gembitacine, it increases the effect of the chemo agent on the cancer cells( thereby hopefully making possible a reduction of the dosage required to be effective)
I also personally believe that whilst Turmeric could be related to the lower rates of blc in these countries, the diet there in general is more healthy (little red meat, more fresh veg,) than in the western world and this also must affect the rates, not only for blc, but for other types.

Having said that, I do try to use this particular spice at least once a week !
