age of developed non invasive papillary high grade upon discovery in bladder

I was diagnosed with non muscle invasive papillary carcinoma high grade in the bladder this past July 31st. TURBT was performed August 31st, and cancer cells in distal right side ureter close to the orifice were confirmed. My question is: how long has this papillary been growing in the bladder? what is a reasonable guess? 6 months? 3 years? The reason I ask is because I have suspicions that specific hints were there which nobody picked up. I have had a CT scan every 6 months for the past 4.5 years as follow up for surgery done 5 years ago in gastroenterology unrelated to urology. In the first 4 CTs, there was mention of the rightside ureter where calculus or stone was suspected. My doctor told me it can be very painful when a stone passes, but I thought lucky for me I had no pain. Following CTs also mentioned the same for the rightside ureter. Time period is from November 2014 to end of 2016 - when the CTs mentioned my rightside ureter. Then this year, a full blown papillary is confirmed in my cystoscopy on July 31st 2018. I asked my urologist about the past CTs mentioning my ureter, but he insists that has nothing to do with my bladder cancer. If the findings on the CTs were stones or calculi, wouldn't there be pain? Can anyone answer this question ? I guess I'm really asking whether it is reasonable to think that bladder cancer can be developing over 4 years? I'm 76 years old, female.
