Welcome to the forums. I've found information here to be very helpful, and the people are extremely kind, knowledgeable, and supportive. I'm a "neighbor, so to speak (Maine). It sounds to me as though there may be a different "standard" BCG protocol in Canada than in the U.S. I'm on the "Lamm" protocol, with an initial 6 weeks of BCG, then 3 months later 3 weeks of maintenance, 3 months after that another 3 weeks of maintenance, then 3 weeks maintenance every 6 months, out to 3 years from the start. I believe it's a total of 30 BCG instillations.

So far I've just had the first 6 weeks with 3 weeks scheduled for January; I was all clear on my scope last week, after completing the 6 weeks in mid-September. However, my urologist said if I had recurrences during this 3-year period while on BCG, we should consider other options. BCG+interferon may be an option if recurrences are continuing while on the regular BCG schedule. Mitomycin is another option. I'd definitely check out other treatment options in face of such frequent recurrences.
