Your delay and progress at 5 weeks does not seem to be out of line with what many of us experience. None of us like any sort of delay in planned treatment - we want to deal with our BC as soon as possible.
Cystoscopy may well become a necessary part of resolving the bleed if it continues - it was for me, when one biopsy spot would scab, then alternate between throwing clots and bleeding. Cystoscopy showed the bleed, and I was back in for a brief OP surgery to cauterize the bleed. I have learned that "blood hurts". If you are bleeding, expect urination to hurt - even if it is microscopic blood there may feel pain. Each of us is different.
I doubt that a cystoscopy would delay healing. The larger caliber scopes used at TURBT seem to have been the cause of my aches and pains.
You might check with your doc and see if s/he thinks that Pyridium would help with urinary pain, and is appropriate for you. Hang in there - give it some more time - it does get better.
