Only after you have a TURB (transurethral resection of the bladder) or
biopsy done under general anesthesia, and the samples are analyzed by a pathologist, can anyone know whether you have bladder cancer or not. Because of this, many urologists do not do a CT scan (which uses a lot of radiation) until AFTER the biopsy results are in. The fact that the other tests are giving conflicting results, tells you why.
Any employee of the doctor, who has access to medical records, is bound by the law to maintain your privacy. I know that does not give you a lot of comfort. Your only alternative would be to find a different doctor.
