No grade transitional Papilloma? Sounds like a non-malignant benign tumor - your home free. If your really anal you can get a second opinion on the pathology just to be sure, otherwise if I were you I'd figure this was just going to be a little temporary annoyance (the cystoscopies) and go on with life.
What I wouldn't do is read too much on these forums because 99% of the people here have some form of malignant bladder cancer and your only going to make yourself crazy reading the posts.
I would have another talk with your doctor and have your prognosis clarified because it sounds like he did not go into details as to your long term prognosis and risk of recurrance. Its my understanding that you do not have cancer.
Transitional cell papillomas are benign but have a high frequency of recurrence. In up to 7% of recurrences the epithelial cells show cytologic features consistent with malignancy. The recurrence rate of papillomas is almost identical to that of low-grade transitional cell carcinoma and so some authors consider all papillary neoplasms of the bladder as carcinomas.

Even if you have a 7% chance (if the papilloma recurrs) of a malignant tumor, most people have very low grade superficial bladder tumors (i.e. TaG1) that are essentually just nuisances as well and can be managed.
I think your odds at this point of your papilloma ever becoming life threatening are way under 1 in 100. I'd worry about some other medicial problem if I were you.
But that all said, eat well and take care of your body (no tobacco). I'm assuming by herb guy your referring to vitamin supplements, etc.. (the other type of smokable green herbs have been linked to causing bladder cancer). I am sure others on the board can list all the supplements that supposedly promote healthy bladders (i.e. brocolli, bottled water vs. chlorinated, megadosing specialized multi-vitamins, etc.)
